The Institute of Public Management and Development Studies, or IPMDS, is the new name given to the former Faculty of Business and Economics (FBE) of the Ethiopian Civil Service College. The faculty (FBE) was established in 1994/95 when the College first started its official functioning.

IPMDS is formed in line with the re-establishment of the Ethiopian civil Service College by the Council of Ministers Regulation No. 121/2006 bringing together the former FBE, Center for Leadership and Management Development (CLMD) and Center for Women in Management (CWIM) which have been engaged in interrelated activities with the view of maximizing the benefits of their close relationship.
